Architecture decision records

Durable product scope decisions for this repository. Feature, client, and developer shards describe the product as it works now. Removed or rejected surfaces are recorded here (rationale) and in package CHANGELOGs (consumer migration), not in the Feature catalog. ADRs don’t link pending changesets, as Durable docs vs pending changesets says.

Delivery backlog and roadmap work items stay in the issue tracker. A record keeps the wording it had when written, and Agent work-item tracking gives the current branch and work-item rules.
