Audience: contributors and maintainers working on this monorepo, home of the Merlon Docs Agent Skill and its toolchain.

This is the developer guide (docs/developer/): how to work on this repository — local setup, package development, sharded documentation in docs/, changesets, npm releases, and Agent Skill authoring (including live skill evals).

Belongs here: contributor workflow, validation gates, skill development, optional local eval loops.
Does not belong here: product capability specs or consumer tutorials (those belong in the Features Guide or the client guides).

For what Merlon Docs does as a tool (commands, design, consumer migration), read the Features Guide.
