atomic commit groups

A plan section of numbered groups that splits coding or multi-concern work into commits of one concern each. After the plan is approved, the agent makes one commit per group instead of one commit for everything.

Atomic commit groups (plan obligation) lists the fields of each group and the workflows that require the section.
